Lost Records: Bloom & Rage has many puzzles that can be confusing to solve, one of which is unlocking the gate to find the area behind The Blue Spruce Bar, which you will encounter in the 24th Scene of Tape 1. There are many ways to open this padlock, after which you must solve a fuse box puzzle to continue with the mission.
I have put up for you here all the different methods to open the Padlock to the Blue Spruce Bar in Lost Records: Bloom & Rage and solve the Fuse Box puzzle.
How To Open The Padlock In Lost Records: Bloom & Rage

The only way to get to The Blue Spruce Bar in Lost Records: Bloom & Rage is to open the Padlock and this can be done in the following three ways:
1. Break Through

This one is by far the simplest and most straightforward method: While the other two methods involve using the code to unlock the padlock, this one consists of breaking through it. Head back from the locked gate and find the dumpsters located nearby. One of the two dumpsters has a piece of cardboard that you can simply move to find a fire extinguisher behind it. Pick up this fire extinguisher and head back to the locked door.
Examine the padlock and then scroll up to reveal the Break option. Press this button and Swann will simply break through the door!
2. Find The Keycode

This method is a lot less destructive and probably the most optimal one. Right before the locked gate is a parked motorcycle with a bag on top of it. This is Corey’s Motorcycle and his bag, examine it to find his Pager. Flip around the Pager and you will find a note on its back with a number on it. Flip the note this time to reveal the keycode to the padlock.
The Keycode will be: Up-Left-Right-Up-Down
Head back to the gate and examine the lock once again. Enter the keycode given above and the door will unlock. You can also simply enter the code given above without having to look for it as it is always the same.
3. Call Dylan About The Lock

The last way to unlock the padlock is by calling Dylan at the phone booth nearby. Head to this phone booth and ask Kat to call Dylan about the lock. Whether Dylan decides to help you out depends upon the decisions you made earlier on in the game. If he decides to give Kat the code, you need to head to the Padlock and unlock it while she tells you what it is.
This option is not the most ideal as it can potentially harm your relationship with Dylan. It is also not always guaranteed to work as Dylan might just not give Kat the code. A better option will be to simply enter the keycode given above without bothering to call Dylan at all.
Activating Power

The next objective for the Scene will be to find an Extension Cord and Fuses to fix the circuit and bring back power. The Extension Cord is right next to the small shed-like building in front of you as soon as you enter through the gate. Pick it up and then head inside the building and take a right into the room with the Outlet. Insert the Extension Cord into the Outlet and a small cutscene will play.
Next, we need to find the Fuses for the Breaker Panel. I found the first Fuse just to the side of this Panel, on a table; and the second one on the ground right in front of the Breaker Panel.
Fixing The Circuit Breakers

While inserting the fuses you just picked up won’t be hard at all as the game will pretty much tell you where you need to put them, it won’t be enough to just place them and then turn on the circuit: you need the exact combination to keep all the fuses turned on. There are 6 fuses here and your goal is to turn all their lights to green.
Interact with all the fuses in the following order for the power to return:
- Turn on the Top-Left Fuse
- Turn on the Bottom-Left Fuse
- Turn on the Top-Right Fuse
- Turn on the Middle-left Fuse
